my digitizing software is included in my Elna software, which is several years old. Is there a digitizing software that will work with my Elna software

I guess it depends on in which way you would like them to work together. Most digitizing software will save to a format that your Elna machine can read, which isn't necessarily working with your Elna software, but will work with your machine.
I can't figure out how to make an embroidery motif from a picture, properly, after dragging it into my software. How can I find out how to do this?

That is something Tool She'd does not do. It can convert embroidery formats, but it does not create embroidery from an image.
The software that does this is digitizing software, and the process is usually much more involved than a file conversion. Within Dime software, Perfect Embroidery Pro is the program you would be learning to use for digitizing.
