How can I make wavy text?

When you create text, on-screen, each letter has a green square on it. If you click that, you get two more green handles.

The center square lets you move one letter wherever you want.

The bottom triangle grabs that letter and all the letters behind it, as they are, so you can move them.

The top triangle staggers the letters, in a steps-and-stairs fashion.
